      I went to the State Bank of Lizton, gave the teller a $20 bill and asked for two rolls of quarters. She asked if I had an account there which I do not. She then stated that it was a federal regulation that I must have an account to receive any change for any amount of cash I present. I questioned her as my daughter is in banking. She again asked me if I wanted to open an account. She said she absolutely could not take my $20 bill and give me 2 roles of quarters. I then drove to Brownsburg Chase and they gave me my quarters and told me there was no such regulation. I asked at Key Bank also, and there is no such federal regulation. It is a BANK policy and at the teller's discretion. This is TERRIBLE customer service. The teller lied to me. How pathetic! I would give 0 stars, but this review site will not let me.
