      Update: I emailed the president of WPCU and he got someone else in upper management to babysit the situation while keeping me in the loop. Visa credited all the missing money to my account. The ATM experience was still a pain in the butt, however seeing the C level staff get directly involved dissuaded me from dropping wpcu and going with another bank. Exterior ATM ate my cash after hours. Next morning interior branch informed me they don't have jurisdiction on atm and I have to file dispute with visa. Asked how often this happens and staff told me about twice a week! Exterior ATM is nearing 7 year depreciation so eventually should be replaced. A real nightmare come true.
